How do MDGs relate to governance indicators?

As countries in the region move forward in developing MDG-based national development strategies, how should they go about integrating governance indicators into the design and implementation of such strategies? How to 'cost' governance interventions? What has been the experience of countries (such as Mongolia) which have added a 9th Goal on governance to their planning framework?

What is that 9th goal? What does it say and which countries did add it?

It is a national goal set by Mongolia only. "...the Mongolian Parliament also set a new 9th goal on "Fostering Democratic Governance and Strengthening Human Rights" with three additional country specific targets to respect and abide by the Universal Declaration of Human Rights, ensure freedom of mass media and access to information; mainstream democratic principles and practice into life, and create an environment of zero-tolerance for corruption."
